Luas Lucan (Line F1) Final Draft Scoping Report October 2009
In October 2009, RPA published a Final Draft EIS, Environmental Impact Statement, Scoping Report for Luas Lucan (Line F1).
As a preliminary step in the preparation of an EIS, a Draft EIS Scoping Report for consultation was prepared for Line F in February 2009. This document sets out the proposed content (scope) of the Line F EIS, the environmental issues to be investigated and the methodology for assessment of the environmental issues. This report has now been updated to relate to F1 specifically, as well as report on the feedback received from consultation to date.

The delivery of Luas Line F will be phased. While the overall route for the Luas Line F remains unchanged, it is proposed to phase the delivery of the scheme. Phase 1(referred to as F1) will run from Lucan to the existing Luas Red Line at Blackhorse Stop and onwards to the eastern terminal of Luas Red Line (The Point).
The EIS will describe the preferred route corridor, the existing environment as well as identify all likely significant environmental effects, measures proposed to mitigate these effects, residual impacts and any remedial measures and/or monitoring required for the life of the project.
Scoping ensures that mitigation measures are identified at an early stage in the design process reducing the need for subsequent design amendments ensuring that, environmental protection and sustainability are key factors in the project design.
The Final Draft EIS Scoping report is a key element of the Environmental Impact Assessment (EIA) process and signifies commencement of the development of an EIS.
