At this phase, permission to build and operate, RPA will submit a Railway Order Application to An Bord Pleanala to develop Luas Line D. The documentation submitted with the Railway Order application will include the detailed drawings of the Line D alignment, stops and structures. It will also include an Environmental Impact Statement (EIS) setting out the effects of the scheme on the surrounding environment and proposing any necessary mitigation as may be appropriate.
The details of any property to be acquired for the implementation and operation of the proposed Luas Line D will also be scheduled in the application.
An Bord Pleanála may decide to hold a Public Inquiry. A decision on the granting of the Railway Order to RPA will be made by An Bord Pleanála.
RPA will then invite tenders for the building of Luas Line D. RPA will award contracts for supplies, services and works required for the development and delivery of this project.
The construction of Luas Line D will be in accordance with the final plans approved under the Railway Order granted for the line.
The requisite numbers of trams to operate the Line at the required frequency of service will be procured and an operator will be selected to run passenger services on Line D.
