Upon completion of consultation on options and once RPA has selected the best overall route, the process of detailing the Luas alignment and stop designs commences. This includes identification of locations for overhead line pole supports and building fixings.
Access to stop locations is particularly important especially for persons with impaired mobility and careful consideration is given to this aspect of detailed design.
Property requirements to enable implementation and operation of the proposed Luas line are identified and the referencing of these lands is commenced. This would include basements that may be required to enable diversion of utilities from the roadway into the footpath space. Access to stops may also require the acquisition of property. This could manifest itself along the disused Broadstone railway cutting for example. However this will become apparent as the detailed design develops and access arrangements for stops and the stop locations themselves are finalised.
The detailed design of the alignment includes comprehensive assessment of needs for safe on-street running, road traffic junction modifications, drainage requirements, pedestrian traffic routings and other road user needs.

Preferred Route Corridor for Luas Broombridge (Line D)
Following a period of public consultation which commenced in September 2008 and after extensive consultation with local community representatives, local interests and the general public, RPA has identified the preferred route corridor for Luas Line D from the city centre to Broombridge via Broadstone / Grangegorman.

The preferred route corridor from O’Connell Street comprises Parnell Street, Dominick Street Lower, and Dominick Street Upper to Broadstone. The preferred corridor then crosses the western perimeter of Broadstone bus depot and uses the former Broadstone railway cutting as far Broombridge. The preferred route corridor passes under North Circular Road, Cabra Road and Fassaugh Road.
The preferred connection of Line D to Line BX is at the junction of O’Connell Street and Parnell Street with the single line loop of Line BX extended northward to include Parnell Street rather than Cathal Brugha Street as originally suggested.
The preferred route corridor from the city centre to Broombridge will provide strong access links from the planned unified DIT campus at Grangegorman to the city centre and its public transport services and offer good interchange with suburban rail services on the Maynooth railway line. The preferred corridor via Parnell Street, Dominick Street Lower and Dominick Street Upper will support the ongoing regeneration proposals for this area and provide good access to both existing and planned surrounding retail districts.
Submissions received as part of the public consultation process conducted by RPA revealed an almost equal preference between a route option of Parnell Street / Dominick Street Lower / Dominick Street Upper / Broadstone and the alternative of a route option via Parnell Square West / Granby Row / Western Way / Broadstone.
A small number of views were offered in relation to the connection to Line BX. These showed a preference for a routing via Parnell Street as against Cathal Brugha Street.
How the preferred route will cross Constitution Hill to access Broadstone is the subject of ongoing analysis by RPA. Trams will either cross Constitution Hill at road level or on a new bridge.

RPA is now focussed on the task of developing the details of the preferred route corridor which will include issues such as the identification of the best location for Line D stops along the former railway cutting; the appropriate location for a stop along the preferred connection to Line BX via Parnell Street; and the appropriate traffic management arrangements needed to facilitate safe operation of the line.

RPA intends to apply for a Railway Order application to An Bord Pleanála in 2009 for a combined Line D / Line BX Luas Line that will run from St. Stephen’s Green to Broombridge via the city centre and Broadstone / Grangegorman.
