Project Overview Luas Broombridge (Line BXD)
In November 2005, the Government launched Transport 21 a multi-billion euro investment strategy for transport in Ireland, geared to deliver a world-class transport system which included seven new Luas Lines and two new Metro Lines.
Luas City Centre (Line BX) will extend the Luas Green Line from St Stephen’s Green to O’Connell Street and provide an interchange opportunity with the Luas Red Line at Abbey Street, thereby providing an essential missing link, a link critical to the establishment of a Luas network.
Luas Broombridge (Luas D) will extend the Luas City Centre (Line BX) line from O’Connell Street to Broombridge via Broadstone and Grangegorman. At Broombridge the Luas Line will interchange with Iarnrod Éireann’s Maynooth railway line services.
In December 2008 the Railway Procurement Agency merged the proposed Luas City Centre (Line BX) project and the Luas Broombridge (Line D) project into a single project. The overall proposed line between St Stephen’s Green and Broombridge is now referred to as Luas Broombridge (Line BXD).
Luas Broombridge (Line BXD) is funded by the Department of Transport, Tourism and Sport.

RPA separately identified alignment options for Luas City Centre (Line BX) and Luas Broombridge (Line D). This work focussed on route alternatives, possible stop locations, connection options between the two lines and the type of crossing required at Constitution Hill and Broadstone.
After extensive consultation exercises the Preferred Route for Luas City Centre (Line BX) was selected in March 2007 and the Preferred Route for Luas Broombridge (Line D) was selected in December 2008. The overall Preferred Route for Luas City/Broombrdige (Line BXD) became the basis of subsequent planning for the line.
After selecting the Preferred Route for Luas City/Broombridge (Line BXD), the process of developing detailed plans for the line commenced. This design process focuses mainly on the alignment of tracks and stop locations and layouts.
During this phase, to obtain the necessary permission to build and operate Luas City/Broombridge (Line BXD), RPA is required to submit a Railway Order Application to An Bord Pleanála. The documentation submitted with the Railway Order application will include detailed drawings of the proposed Luas City/Broombridge (Line BXD) alignment, stops, structures and related property acquisition requirements. It will also include an Environmental Impact Statement (EIS) setting out the likely effects of the scheme on the environment and proposed mitigation measures as may be appropriate.
During this phase of the Luas City/Broombridge (Line BXD) project, RPA contractors and sub-contractors will begin to physically construct the approved light rail line based on detailed design drawings. Preparatory works will include the realignment of utilities and will prepare the way for works focusing on track bed and rail laying, stops overhead wires and landscaping. Works focusing on the construction of bridges and substations will be progressed in parallel. RPA will ensure all construction work will be completed in a safe manner, in accordance with the terms and conditions of the Railway Order made by An Bord Pleanála and with a minimum of inconvenience to members of the public.
Following the successful pre-operational testing of Luas City/Broombridge (Line BXD), RPA will begin passenger services on the new line with the appointed operator.
