Project Overview Luas Citywest
Luas Citywest is the proposed extension of the Luas Red Line (Connolly - Tallaght) from Belgard to Saggart. It will serve existing communities and developments underway in Fettercairn, Cheeverstown (Brookfield and Ard Mor), Citywest, Fortunestown and Saggart.
A total of five new stops on Luas Line A1 are proposed at Fettercarin, Cheeverstown, Citywest Campus, Fortunestown and Saggart with a Park & Ride Facility proposed at the proposed Cheeverstown Stop. It is also proposed to reconfigure the layout of the existing Belgard Stop to provide for an additional track and associated platform alterations.
The line will terminate at Saggart Stop.
The line is a Public Private Partnership between RPA, South Dublin County Council and private property developers. Luas Citywest is part of the Government’s Transport 21 capital investment framework and was the first project for which RPA has sought An Bord Pleanála approval under the provisions of the Strategic Infrastructure Act 2006.
RPA believes Luas Citywest extension is well-planned and structured. It will make a positive contribution to the quality of life of the communities in its catchment area.

This is the first stage in the process of developing Luas Line A1. The overall route option identification process for Luas Line A1 began with the identification of a study area that covered all reasonable alternative routes for the proposed Luas Line to Citywest.
The proposed Luas Line A1 will link with the existing Luas Red Line (Tallaght to Connolly) east of the Cookstown Roundabout between the existing Belgard and Cookstown Stops.
Having selected the best overall route option and considering feedback from public consultation, RPA in this phase focused on the precise alignment, stop locations including arrangements to ensure access to stops, related structures and traffic management arrangements for Luas Line A1.
RPA submitted a Railway Order Application for Luas Line A1 (Belgard to Saggart) in December 2007. An Oral Hearing was held in March 2008 in An Bord Pleanála Offices, Marlborough Street and was concluded in one day. A decision was made by An Bord Pleanála on 16th June 2008 granting RPA permission for the development of Luas Line A1.
In developing the Luas Line A1 project, construction contractors and sub-contractors will begin to physically construct the approved light rail line based on detailed design drawings. At this stage preparatory works including site clearance, establishment of compounds, realignment or protection of utilities, track foundations, stop construction and landscaping will begin.
Following the successful pre-operational testing of Luas Line A1, RPA will begin passenger operation services of the new line through a selected operator.
