RPA consulted with An Bord Pleanála in relation to the proposed line and submitted a Railway Order Application in December 2007. Following the display period of the draft Railway Order Application and accompanying documents, an Oral Hearing was held on the 11th March 2008 in An Bord Pleanála Offices, Marlborough Street and was concluded in one day. A Railway Order was made by An Bord Pleanála on the 16th June 2008 which became enforceable on the 11th August 2008 and now provides RPA the powers necessary to construct, operate and maintain the line. Site construction commenced in early 2009.

All of the proposed work to be carried out on Luas Citywest will be in accordance with the final approved plans for the line which have been the subject of several years of planning and consultation.
RPA has now taken all information from the existing phases with a view to building and making operational a light rail line. At this phase potential contractors were invited to offer their services for the building of Luas Citywest. Contracts were awarded to the successful contractors for supplies, services and works required for the development and delivery of Luas Line A1.
