Project Overview Luas Liberties (Line F2)
A Luas Lucan Line was in Government’s plans since the publication of Platform for Change (2000), and is part funded by the Department of Transport, Tourism and Sport.
RPA in October 2008 has published an Emerging Preferred Route for Luas Lucan.
During 2009 RPA has decided to split the project in two phases:
- Luas Lucan (Line F1) from Lucan to The Point;
- Luas Liberties (Line F2) from St. James’s Street to College Green.
Connecting Lucan in West Dublin to Dublin City Centre via the Liberties this new Luas will provide an important link for communities and institutions on the south side of Dublin. Luas Lucan (Line F1 and F2) is forecast to add up to 25 million passengers per annum onto the Luas network.
Possible interchange opportunities with the Kildare railway line, the proposed Metro West and Metro North Lines, the existing Luas Red and Green Lines, the proposed Irish Rail DART Underground and a wide range of bus services will be explored in developing plans for the line.
Luas Liberties (Line F2) will be a modern, attractive and highly accessible light rail system for Dublin. It will add to the growing network of Luas lines and extensions developing towards a city wide light rail and metro system.
The proposed new Luas Line from Lucan to Dublin City Centre will be similar to the two existing Luas lines. Luas Liberties (Line F2) will optimise speed and reliability to provide an attractive journey time. Like the existing Luas lines, Luas Liberties (Line F2) will cross road junctions at street level by way of traffic signals. Bridges will be provided at some major roads, railways and other crossings.

This is the first stage in the process of developing Luas Liberties (Line F2).
On Friday 10th October 2008 RPA announced the selection of the Emerging Preferred Route Corridor for Luas Lucan (Line F). This Route Corridor is based on Line F Route Options presented to the public in September 2007. The route shown is an indicative route within the Emerging Preferred Route Corridor for Line F.
Having selected the best overall route option based on public consultation, RPA in this phase focuses on the precise alignment, stop locations including arrangements to ensure access to stops, related structures and traffic management solutions for Luas Lucan (Line F).
At this phase, permission to build and operation, RPA will submit a Railway Order Application to An Bord Pleanála to develop Luas Liberties (Line F2). An Bord Pleanála may decide to hold a Public Inquiry. A decision on the granting of the Railway Order to RPA will be made by An Bord Pleanala.
At this phase, RPA contractors and sub-contractors will begin to physically construct the approved light rail line.
Following the successful pre-operational testing of Luas Lucan (Line F), RPA will begin passenger operation services of the new line through a selected operator.
