Mr. Tom Wall (Chairman)

Mr. Tom Wall

Tom Wall was appointed Chairman of the RPA Board in 2011. Mr. Wall was Assistant General Secretary of the Irish Congress of Trade Unions until his retirement in July 2003. He is now engaged in educational and consultancy work. He has a professional background in industrial engineering.

Mr. Frank Allen (Chief Executive)

Frank Allen was appointed Chief Executive of RPA in 2002.  Prior to RPA, he worked as Head of Infrastructure Finance at KBC Bank in the IFSC, Dublin and as a Senior Investment Officer at the International Finance Corporation at the World Bank Group, Washington DC.  He is a graduate of University College Cork and the Massachusetts Institute of Technology. 

Mr. Declan Walsh

Declan Walsh is a lecturer in Competition Law and European Union Law at the Faculty of Law, University College Cork. He is a regular contributor at national and international conferences on competition policy and has published widely in the field of competition law. He is a member of both the Academic Board and Academic Council at UCC. He was appointed to the board of RPA in November 2011 and is also a member of the National Roads Authority.

Ms. Jacqueline Cross

Jacqueline Cross is a solicitor.

Mr. Ciarán Mac Samhráin

 

Ciarán Mac Samhráin is a Chartered Mechanical Engineer with twenty years experience. He played a key role in the development of the Dublin-Belfast Railway project in the mid-1990s whilst an engineer in Iarnród Éireann’s Technical Office. Subsequently, he worked in the private sector in production engineering in differing industries and in transport component solutions, sales and distribution. He was employed by RPA’s predecessor (the Dublin Light Rail Project Office) in late-2001 and, as client-representative, supervised the manufacture of the Dublin Trams. He is at present RPA’s Rolling Stock Manager and was elected  as the RPA Staff-elected Director to the RPA Board in September 2007.

Pearse O'Hanrahan

Pearse O'Hanrahan

 

Pearse O'Hanrahan, a planning and business consultant, was appointed to the Board in November 2010. Mr. O'Hanrahan is a member of the Audit and Remuneration Committees. He is Chairman of Dundalk Port Company and Board Member of Dundalk Chamber of Commerce. Mr. O' Hanrahan is also a former Chairman of Dundalk Town Council, a former vice Chairman of Combat Poverty Agency and a former director of Bord Gáis Eireann.

David O'Connor

David O’Connor was appointed as County Manager of Fingal County Council in 2006. An Architect with nine years experience in private practice he joined the local authority service in 1985 with Dublin Corporation where he worked in housing design and urban renewal, including managing the procurement of the 2nd phase of the Wood Quay offices.

He was appointed County Architect to the newly-formed Fingal County Council in 1995 and later became Director of Planning in Fingal  for three years prior to taking  up his current position.
