Phases in Development of RPA Projects

Identify Route Options
This is the first stage in the process of developing a Luas or Metro line. Following preliminary studies RPA launches a public consultation process which involves publishing possible route options. This is supplemented with other information relating to the proposed line options including possible stop locations, depot, and Park & Ride facilities. RPA will outline the criteria which will be used in selecting the best overall route option.

Route Selection
At this stage RPA having carefully reviewed submissions from the public will select the best route from the options and/or sub-options that where available at Identify Route Options stage. RPA at Route Selection phase has identified the future possible Stop locations and key areas where the potential line will run.

Line and Stop Design
Following the selection of the best overall route option public consultation will then focus on the precise alignment, stop locations including arrangements to ensure access to stops, related structures and traffic management solutions.

Permission to Build and Operate 
At this phase permission to build and operation has been applied for to  An Bord Pleanala for RPA to develop a Luas or Metro Line. Following the granting of a Railway Order, RPA now takes all information from the existing phases with a view to build and make operational a light rail line. At this phase RPA invites potential contractors to procure their services for the building of the line.

Construction
At this phase in developing a project RPA contractors and sub-contractors have begun to physically construct the approved light rail line based on the detailed design drawings. At this stage preparatory works including realignment of utilities, track foundations, stop construction and landscaping will begin. RPA will ensure all construction work for the building of the line will be completed in safe way in accordance to the stipulations laid out by the Railway Order giving permission to build the line.

Operations
Following the successful pre-operational testing of the line RPA will begin passenger operation services of the new line through the selected operator. Information on fares, timetables, schedule, frequency and Park & Ride facilities/locations will be communicated to the general public through a wide variety of media channels. The Luas/Metro operator will begin to fully roll-out operation of the new line, only when RPA are fully satisfied the operational functionality of the line has met all safety and legislative requirements.
