RPA Safety and Health Policy 2011
The Railway Procurement Agency (RPA) recognises its duty to comply with the Railway Safety Act 2005; Safety Health and Welfare at Work (Construction) Regulations 2006, the Safety, Health and Welfare at Work Act 2005 and associated legislation. Our mandate is to provide and maintain light rail and Metro infrastructure directly and in partnership with other public and private entities and we are committed to fulfilling this mandate in keeping with best practice in health and safety.
RPA will, as far as is reasonably practicable, provide adequate resources to maintain conditions that protect the safety and health of our staff, contractors, co-located consultants and any members of the public affected by our activities. We will foster and maintain a culture of safety, health and wellbeing in all our dealings with staff, contractors, consultants and members of the public and monitor and report on our performance against relevant safety indicators. We will regularly review our safety management system and make changes as appropriate to ensure continual improvement in safety processes. Any such changes will be made known to our employees and all affected parties.
We will provide our employees with such information, training, supervision and equipment as is necessary to secure their safety and health at work and that of others who may be affected by their actions. It should be noted that individual employees and co-located consultants are responsible for their own personal safety and that of others by carrying out their work in a responsible and safe manner. RPA employees and consultants must also carry out any legal duty which the law requires in furtherance of this policy and to ensure that RPA’s legal obligations are met. RPA will maintain procedures for communication and consultation between all categories of staff on matters of safety, health, and well being.
RPA will establish safe arrangements for the use, storage, and transport of tools, articles, and substances provided for use at work. Staff are required to use appropriate personal protective equipment provided for specific duties. Employees and contractors must ensure that all machinery and equipment is maintained in a safe condition and must not interfere with, misuse or wilfully damage anything provided in the interests of safety.
RPA will continue to work with Veolia and its maintenance sub-contractors to ensure that the high level of safety performances already achieved in operation of the Luas Red and Green Lines is maintained or improved. This includes working with Gardaí and with security professionals to address problems of anti-social behaviour on trams and at stops.
This Safety & Health Policy is reviewed annually and amended as necessary.
