Procurement Criteria

Pre-qualification

At Pre-qualification stage, RPA will evaluate potential suppliers on three main categories;

  • Exclusion criteria
  • Financial and Economic Information
  • Technical Capacity

Where a supplier or service provider meets RPA’s selection criteria, they may be invited to tender.

Evaluation of Tenders

Tenders are usually evaluated against a pre-determined set of criteria.  Scoring and weighting of criteria is determined and the relative weightings are communicated to potential suppliers.

The tender with the lowest price will not necessarily be successful. RPA uses the Most Economically Advantageous Tender (MEAT) system i.e. one that has the lowest evaluated cost and not necessarily the lowest submitted price. The criteria which RPA may use to determine that an offer is the most economically advantageous may include delivery date, running costs, cost effectiveness, quality, technical merit, after-sales service, technical assistance and price.

The award criteria may vary depending on the type of contract.
