Metro North Dardistown Depot Railway Order Application

On May 10th 2011 RPA placed the Metro North Dardistown Depot and Spoil Management Strategy Railway Order Application documents on display in An Bord Pleanála’s offices and elsewhere. These documents are now available to view and/or download on the dedicated website (www.dublinmetronorthdepot.ie), as directed by An Bord Pleanála. If granted this Railway Order will provide RPA with the powers necessary to construct, operate and maintain a depot facility at Dardistown North and a revised scheme for the management of spoil from the construction phase of the project.

Inspection of the Draft Railway Order and Accompanying Documents

A copy of the Draft Railway Order and documents accompanying the application were available for inspection between, 10th May 2011 to 21st June 2011, during normal office or opening hours from the , at:

  • The Offices of An Bord Pleanála, 64 Marlborough Street, Dublin 1.
  • Fingal County Council, County Hall, Main Street, Swords, County Dublin.
  • Dublin City Council, Civic Offices, Wood Quay, Dublin 8.
  • Ballymun Regeneration Limited, Civic Centre, Main Street, Ballymun, Dublin 9.
  • Railway Procurement Agency, Parkgate Business Centre, Parkgate Street, Dublin 8.

Alternatively, a copy of the Draft Railway Order and documents accompanying the application can also be downloaded from dedicated website, dublinmetronorthdepot.ie

Written Submissions

An Bord Pleanála will consider any submissions in relation to the proposed Railway Order or in relation to the likely effects on the environment of the proposed railway works which are submitted in writing to it by any person and accompanied by a fee of €50. (This fee is not payable by certain bodies with environmental responsibilities or by persons whose lands may be acquired under the order). Submissions had to be lodged not later than the 21st day of June 2011 at 5:30pm and had to be addressed to An Bord Pleanála, 64 Marlborough Street, Dublin 1 and marked Railway (Metro North Dardistown Depot and Spoil Management Strategy) Order 2011. The closing date for written submissions on the Metro North Railway Order application for the maintenance depot is now closed.

An Bord Pleanála may at its absolute discretion hold an oral hearing into the application for a Railway Order.

DUBLIN METRO NORTH RAILWAY ORDER APPLICATION

As part of the Metro North Railway Order application process, Railway Procurement Agency (RPA) placed the Metro North Railway Order application documents on display in An Bord Pleanála’s offices and elsewhere on the 17th of September 2008 as set out in the Metro North Railway Order application Newspaper Notice published on the 9th, 10th and 12th of September 2008, available to view below. A unique website was created for Dublin Metro North Railway Order Application www.dublinmetronorth.ie. This site was used to display all the documents now listed below relating to Dublin Metro North Railway Order Application.

The closing date for submissions to An Bord Pleanála was 29th October 2008.

If granted this Railway Order will provide RPA with the powers necessary to construct, operate and maintain a metro line between Belinstown in North County Dublin and St. Stephen’s Green in Dublin City Centre.

Environmental Impact Statement (EIS) and Environmental Impact Statement Non - Technical Summary (NTS)

For ease of local identification this Environmental Impact Statement (EIS) has been divided into seven areas. These areas are numbered Area MN101 to Area MN107 inclusive going from Belinstown in North County Dublin to St. Stephen’s Green in the city centre:

Addendum Note
The scale bar on the landscape insertion plans within the Metro North EIS are incorrect.  The error is that the scale bar as included (below the drawing to the left) is reading half the size it should be. Thus, 50 m should read 100 m. The scale at the bottom right of the drawing reads:  1: 500 and this is correct when printed at A0 size.  The scale bar on the baseline drawing is correct.


Volume 1 of the EIS contains an Introduction to the proposed scheme and a description of the receiving environment for all areas MN101 to MN107.

Luas Line A1 Railway Order Application

RPA consulted with An Bord Pleanála in relation to the proposed line and submitted a Railway Order Application in December 2007. Following the display period of the draft Railway Order Application and accompanying documents, an Oral Hearing was held on the 11th March 2008 in An Bord Pleanála Offices, Marlborough Street and was concluded in one day. A Railway Order was made by An Bord Pleanála on the 16th June 2008 which became enforceable on the 11th August 2008 and now provides RPA the powers necessary to construct, operate and maintain the line. Site construction activity is expected to commence in early 2009.

  • a draft of the proposed railway order;
  • a book of reference (indicating the identity of owners and occupiers of lands described in the plan);
  • a statement of the likely effects on the environment (an environmental impact statement or EIS) of the proposed railway works and a non-technical summary of the EIS; and
  • plans of the proposed railway works made up of three sets of drawings.

LUAS LINE B1 RAILWAY ORDER APPLICATION

In August 2006 the Minister for Transport made a Railway Order in respect of Line B1, the proposed extension of the Luas Green Line from Sandyford to Cherrywood/Bride’s Glen. The Railway Order authorises RPA to construct, operate and maintain Line B1.

Documents which accompanied the Railway Order Application which lead to the order being made include those listed below; for ease of reference the full 7.6km length of Line B1 has been divided into three areas numbered 13, 14 and 15.

LUAS LINE C1 RAILWAY ORDER APPLICATION

On December 18th 2006, the Minister for Transport made a Railway Order under Section 37 of the Transport (Railway Infrastructure) Act 2001.

It authorised RPA to provide for the construction, operation and maintenance of a light railway between Connolly and The Point Depot.

The Railway Order is entitled: "S.I. No. 648 of 2006. Railway (Dublin Light Rail Line C1 - Connolly to The Point Depot) Order 2006".
